How do I see the tags of a YouTube video?

Do YouTube tags still matter for ranking?

What is the 500-character tag limit?
The tags field accepts about 500 characters in total across all tags. Past that, uploads fail or tags are cut. The extractor adds up the characters of the tags it finds, so you can see how much of the budget a video spends. That is useful when working out how thoroughly a channel fills in its metadata.
What is the difference between tags and hashtags?
Tags live in the hidden metadata field. Hashtags are typed into the description or title with a #. They are visible and clickable, and the first three show above the title. Why does a video show no tags?
Many videos have none. Tags are optional, and plenty of large channels skip them. The extractor then says so rather than inventing any. The hashtags and description panels still fill from what does exist.
